Job Description Summary
Prepares, manages and controls budgets and monitors expenditures for the clinical research program. Provides financial reporting such as monthly expenditures, year-over-year comparisons financial statements, and other required reports on a regular basis to Chief of the Cardiovascular Division, Associate Chief Administrative Officer, and Director of Fiscal Operations for Research. Working with clinical investigators in the budget development, negotiation, and approval of both sponsored and internally-funded clinical research budgets. Reviewing clinical research protocols for resource and financial implications. Manages pre and post award grants administration for sponsored clinical research including federal and non-federal (industry, etc.). Understanding and keeping current with FDA and Medicare regulations applicable to clinical trials. Understanding interaction of Medicare regulations and/or third-party insurance to develop clinical trial budgets. Advising principal investigators, researchers and staff in the compliant fiscal conduct of all projects. Ensuring financial compliance with institutional, federal and non-federal policy, rules and regulations. Handles multi-year budget prep and annual financial close. Supervises and coordinates activities, training and professional development of staff. Utilizes and designs systems that allow for the optimal use of resources (people, technology, policies, and procedures) in performing financial and administrative duties. Manages facilities and facility related issues. Serves as liaison and maintains business relationships with internal and external contacts. Exercises resource stewardship to ensure compliance with related policies and procedures. Designs and implements business controls to ensure integrity of financial data and financial statements; implements audit procedures.

Job Responsibilities
  • Prepares, manages and controls budgets and monitors expenditures for the clinical research program. Provides financial reporting such as monthly expenditures, year-over-year comparisons financial statements, and other required reports on a regular basis to Chief of the Cardiovascular Division, Associate Chief Administrative Officer, and Director of Fiscal Operations for Research
  • Exercises resource stewardship to ensure compliance with related policies and procedures; Advising principal investigators, researchers and staff in the compliant fiscal conduct of all projects. Ensuring financial compliance with institutional, federal and non-federal policy, rules and regulations.
  • Design and implement business controls to ensure integrity of financial data and financial statements; implement audit procedures
  • Directs and manages clinical research program financial operations. Prepares, manages and controls budgets and monitors expenditures. Handles multi-year budget prep and annual financial close. Assesses internal costs for patient-oriented studies. Prepares and negotiates competitive study budgets with industry sponsors including payments terms. Works closely with Associate Directors of CCRU to set priorities, operationalize new research projects, finalize budgets, allocate personnel effort across projects, track and bill fee for service activity associated with CCRU.
  • Supervises, trains and develops assigned staff in pre and post award activity related to federal and non-federal sponsored patient-oriented research including clinical trials. Coordinates activities of staff. Coordinates training and professional development.

Qualifications
  • Bachelor of Science and 5 to 7 years of experience or equivalent combination of education and experience is required.

Salary offers are made based on the candidate's qualifications, experience, skills, and education as they directly relate to the requirements of the position, as well as internal and market factors and grade profile.
